Yes, that is what it was designed for.  We build in approx. 3" of range adjustment so if you add a holster or any items to the belt you have enough adjustment.  Plus going from summer to winter clothing usually requires a little adjustment.  A fixed size belt would not offer the range of the D-Belt.
